This section describes how the Alabama Department of Mental Health and Mental Retardation delivers its statewide advocacy services, including non-legal advocacy through a Central Office of Rights Protection and Advocacy, regional offices, and offices within each state-operated facility. It also establishes an Advocacy Advisory Board at the state level and local Advocacy Advisory Committees at each state facility. Facility operators should be aware that advocacy and rights-protection infrastructure is embedded within state-operated facilities and geographic service areas. This is an administrative/structural rule governing the advocacy delivery system rather than a clinical licensing standard.
