This section defines key terms for Alabama Department of Mental Health regulations governing recipients, state facilities, and community service providers across mental health, intellectual/developmental disability, and substance abuse programs. 'Recipient' covers persons with serious mental illness, mental retardation, or substance abuse problems served in residential and/or treatment facilities operated by or under contract with the Department.
