Committee Duties

This regulation specifies the operational duties of a Human Rights Committee established under Alabama Department of Mental Health programs, including electing officers, developing bylaws, meeting quarterly, maintaining minutes, and reporting to the program director. The Committee is also responsible for reviewing rights-related policies, promoting rights education, reviewing rights restrictions, and advising on consumer grievances and behavioral plans. Facility operators must ensure their Human Rights Committee fulfills these enumerated duties.

(1)
 The
 Committee shall perform the following duties. 
 
(a)
 elect officers (Chairperson;
 Co-Chairperson; Secretary) to carry-out duties in an orderly fashion, with the
 Chair and Co-Chair not being employed by the program;

(b)
 develop by-laws and operational
 procedures necessary to perform duties and responsibilities;

(c)
 meet at least quarterly;

(d)
 keep minutes of all meetings and maintain
 related correspondence;

(e)
 report
 all committee activities and recommendations to the program director.

(2)
 The Human Rights Committee
 will include, but not be limited to, activities such as: 
 
(a)
 assisting in the review of rights-related
 policies and procedures;

(b)

 promoting rights-related education and training programs;

(c)
 reviewing rights restrictions;

(d)
 assisting in monitoring
 activities;

(e)
 advising the
 program administrator on consumer rights-related grievances;

(f)
 reviewing rights-related issues in
 behavioral plans.
