Committee Compositions And Responsibilities

This section establishes the composition and appointment process for Human Rights Committees within Alabama Department of Mental Health community programs. The committee must be appointed by the community program director, consist of a majority of non-employees, and include representatives from consumers, family members, advocacy organizations, local officials, citizens at large, and quality improvement staff. Members are required to sign confidentiality agreements restricting disclosure of consumer information.

 Compare

(1)
 The Human Rights Committee shall be
 appointed by, and serve at the pleasure of, the community program
 director.

(2)
 The Human Rights
 Committee shall be composed of a majority of individuals that are not employed
 by the program, and shall consist of representatives from each of the following
 groups:
(a)
 Current and/or former consumers of
 services;

(b)
 Family members of
 consumers;

(c)
 Representatives of
 community support & Advocacy Organizations;

(d)
 Local officials;

(e)
 Citizens at large;

(f)
 Performance Improvement/Quality
 Enhancement Staff (Ex-Officio).

(3)
 Human Rights Committee members shall be
 required to sign a statement, prohibiting them from disclosing confidential
 information to others except in the performance of Human Rights Committee
 functions and duties.
