This introductory rule establishes the administrative certification requirements for community programs in Alabama that provide mental health services, intellectual/developmental disability (mental retardation) services, and/or substance abuse services, under the authority of the Alabama Department of Mental Health. It sets the overall scope for the chapter's certification standards, which cover governing body, personnel, training, quality improvement, and incident management requirements. Operators of certified community behavioral health and IDD programs must comply with these administrative rules.
