This section authorizes the Alabama Department of Mental Health and Mental Retardation (DMH/MR) to conduct unannounced visits to certified entities at any time to monitor ongoing compliance with standards or contract requirements, investigate complaints, or review consumer rights and program operations. If non-compliance is found during such visits, the entity must follow the plan-of-action and response procedures outlined in the chapter. This is an enforcement/oversight provision that applies to all facilities certified under Chapter 580-3-23.
