This regulation establishes the applicability of the Expanded Home Health Value-Based Purchasing (HHVBP) Model, which applies to all Medicare-certified Home Health Agencies (HHAs) nationwide. It distinguishes between new HHAs (certified on or after January 1, 2022) and existing HHAs (certified before January 1, 2022), specifying how baseline and performance years are calculated for each group. This is a Medicare payment model rule governing home health agencies and does not govern any behavioral health, IDD, ABA, or foster care level of care.
