This regulation governs additional payments made to home health agencies for the costs of transmitting patient records to Quality Improvement Organizations (QIOs) in electronic, facsimile, or mail format. It is a Medicare payment rule specific to home health agencies and does not govern any behavioral health, IDD, ABA, or foster care level of care.
