Plain-English summary

When a clinician certifies an individual for involuntary psychiatric admission and no private facility placement is available, a Maryland Department of Health-operated facility must receive and evaluate that individual within 12 hours of notification. This obligation applies only when the individual's involuntary admission is not otherwise restricted, an application has been completed, and the Department cannot arrange placement elsewhere. Facility operators must be prepared to accept and evaluate such referrals within the statutory timeframe.
