This regulation establishes Medicaid coverage and billing requirements for Psychosocial Rehabilitation (Clubhouse) services in the District of Columbia, effective January 1, 2020. These services include behavioral, cognitive, and supportive interventions to help individuals develop social, independent living, and employment skills. Eligibility is limited to Medicaid beneficiaries aged 18 or older who meet criteria in Title 22-A DCMR Chapters 34 and 39, and providers must be certified in accordance with those same chapters.
View official source8603 PROGRAM SERVICES: PSYCHOSOCIAL REHABILITATION (CLUBHOUSE) 8603.1 Psychosocial rehabilitation (also known as “Clubhouse”) services are behavioral, cognitive, or supportive interventions that assist individuals with the development of social networking, independent living, budgeting, self-care, and other skills to enable independent living and ongoing employment. Services under this section shall become effective January 1, 2020. 8603.2 Medicaid beneficiaries, at least eighteen (18) years of age, who meet the requirements set forth in Chapter 34 and Chapter 39 of Title 22-A DCMR are considered individuals eligible to receive psychosocial rehabilitation services. 8603.3 Psychosocial rehabilitation services shall be delivered in accordance with the requirements set forth in Chapters 34 and 39 of Title 22-A DCMR. 8603.4 Psychosocial rehabilitation service providers shall be certified in accordance with the requirements set forth in Chapters 34 and 39 of Title 22-A DCMR.
