This section provides that existing regulations governing treatment facilities and procedures remain in force to protect the rights of persons in treatment. Facility administrators are responsible for developing and following procedures that protect those rights. The section functions as a continuity provision within Pennsylvania's broader mental health treatment regulatory framework (55 Pa. Code Chapter 5100), ensuring prior standards are not displaced.
