Plain-English summary

This section establishes that persons receiving treatment under Pennsylvania's mental health chapter retain all civil rights unless those rights have been specifically curtailed by a separate judicial or administrative determination. Facility operators must ensure that treatment practices do not infringe on patients' civil rights beyond what has been legally authorized. The cross-references to 55 Pa. Code §§ 5200, 5210, and 5320 indicate this provision applies across inpatient psychiatric and related mental health treatment settings.
