This section establishes that psychiatric outpatient clinic services for individuals with mental illness or emotional disturbance may only be provided by a facility that complies with Chapter 5200 and holds a Department license. It explicitly excludes individual or group private practice from the chapter's regulatory scope. Facility operators must ensure licensure is obtained and maintained to legally deliver these services.
