Scope

This chapter establishes licensing and approval standards for psychiatric outpatient clinics in Pennsylvania, covering both freestanding clinics and those operating within health care facilities. It applies to private, nonprofit, for-profit, and public entities that provide medical examination, diagnosis, care, treatment, and support to individuals with mental illness or emotional disturbance on an outpatient basis who participate in the public mental health program. Private practitioner group or individual practice arrangements are explicitly excluded from this chapter's scope.

(a)
 This chapter
 provides standards for the licensing of freestanding psychiatric outpatient
 clinics under section 1021 of the Human Services Code (

 clinics which are a part of a health care facility as defined in section 802.1
 of the Health Care Facilities Act (

(b)
 This chapter applies to private,
 nonprofit or for-profit corporations and public entities which provide medical
 examination, diagnosis, care, treatment and support to individuals with mental
 illness or emotional disturbance on an outpatient basis and which participate
 in the public mental health program. This chapter does not apply to group or
 individual practice arrangements of private practitioners.
