(a)
 This chapter
 provides standards for the licensing of freestanding psychiatric outpatient
 clinics under section 1021 of the Human Services Code (

), and approval of psychiatric outpatient
 clinics which are a part of a health care facility as defined in section 802.1
 of the Health Care Facilities Act (
35 P.S. §
 
448.802a
), and under sections 105 and 112 of
 the Mental Health Procedures Act (
50 P.S. §§
 
7105

 and 
7112
).

(b)
 This chapter applies to private,
 nonprofit or for-profit corporations and public entities which provide medical
 examination, diagnosis, care, treatment and support to individuals with mental
 illness or emotional disturbance on an outpatient basis and which participate
 in the public mental health program. This chapter does not apply to group or
 individual practice arrangements of private practitioners.
