This section establishes the process by which the Director makes final decisions on grant award proposals, including approval (in whole or in part), disapproval, or deferral. A Grant Officer notifies applicants in writing of the decision, which is final and non-appealable. This is a procedural grant administration rule and does not directly license or set operating standards for any specific behavioral health facility type.
