Plain-English summary

This section requires partial hospitalization programs serving emotionally disturbed children and youth to coordinate with educational programs, specifically basic and special education provided by the Department of Education. While education may be co-located at the partial hospitalization site, it must be treated as a separate program and excluded from partial hospitalization reimbursement claims. Operators must maintain clear programmatic and financial separation between clinical and educational services.

 State Regulations

 Compare

Basic education and, in particular, special education are
an essential and required part of service for emotionally disturbed children
and youth. By law, such education is to be provided by the Department of
Education or its agent. The education program may be provided at the same site
as the partial hospitalization program, but is considered a separate, though
complimentary, program and shall not be included as part of the partial
 hospitalization program for reimbursement purposes.
