This chapter establishes minimum standards for the
 provision of intensive case management for targeted adults with serious and
 persistent mental illness and children with a serious mental illness or
 emotional disorder. It is applicable to county administrators and to providers
 approved by the Office of Mental Health to provide intensive case management
 services.
