This chapter establishes minimum licensing requirements for agencies that provide Intensive Behavioral Health Services (IBHS) to children, youth, and young adults in Pennsylvania. It covers agency licensure, staff qualifications, training, assessments, individual treatment plans, and service delivery—including ABA services as one modality within IBHS. Individual licensed practitioners or group arrangements of only licensed practitioners are explicitly excluded from this chapter's scope.
