This regulation establishes the per diem inpatient charge at Saint Elizabeths Hospital (DC's public psychiatric hospital) at $783 per day, based on fully loaded costs from the most recent Medicare cost report. It also defines how an inpatient day is counted for billing purposes: a consumer is considered an inpatient for a day if they appear on the census at 11:59 p.m. Facility operators must apply this rate and census methodology when calculating charges.
