This regulation requires that no person be admitted to a facility governed by 55 Pa. Code Chapter 5320 without a completed written assessment and admission authorization. The authorization must include county administrator approval and a pre-admission assessment by the referring entity covering the prospective resident's mental, physical, and social needs. Facility operators must ensure both elements are documented before admission occurs.
