This regulation requires each Mental Health Community Residence Facility (MHCRF) in the District of Columbia to maintain detailed financial records related to its building and business operations, including mortgage, rent, utilities, food, and supplies. Records must be kept for one to three years depending on type, stored at the facility or operator's DC business office, and made available to the Department within 24 hours upon request. Operators running multiple facilities must allocate shared expenses to each individual MHCRF. A financial report must be submitted to the DBH Director every six months.
View official source3855 FINANCIAL RECORDS 3855.1 Each MHCRF shall maintain all financial records related to the building where the MHCRF is located and the MHCRF business as provided in this section. 3855.2 Each MHCRF shall immediately submit or make available mortgage, rent, utilities, tax and insurance information when requested by the Department. 3855.3 Financial records related to the building where the MHCRF is located shall include all mortgage, rent, utilities, tax and insurance payments, home repairs, and renovations and shall be maintained in an orderly file for a period of at least three (3) years. 3855.4 Other business financial records shall include receipts for food purchases, household supplies, and professional infestation treatment, and shall be maintained in an orderly file for at least one (1) year. 3855.5 Financial records shall be maintained at the facility or at the Operator’s business office in the District of Columbia and shall, upon request, be provided within twenty-four (24) hours for inspection by the Director. 3855.6 Where an Operator operates several facilities and buys food, bedding, or other household supplies for several facilities at one time, the Operator shall document on the financial records and receipts the dollar amount allocable to each MHCRF. 3855.7 Each MHCRF shall submit a financial report to the Director every six (6) months in accordance with DBH policies and directives and any current contract between DBH and the MHCRF Operator.
