This section establishes a process by which Single County Authorities (SCAs) and projects may request written exceptions to the provisions of Part 701 from the Department. The Secretary or designee may grant or deny exceptions in writing when doing so furthers sound program implementation and is consistent with policy objectives. Exceptions cannot be granted for standards mandated by State or Federal statutes or Federal regulations required for federal funding eligibility.
