This regulation establishes general staffing requirements for substance use disorder treatment projects in Pennsylvania, including written policies on relapse of recovering clinical personnel and discipline of staff who abuse alcohol or drugs, recruitment practices representative of the served population, adequate clerical/support staffing, and 24-hour awake staff coverage for inpatient non-hospital facilities (with at least one staff member on premises at all times for halfway houses).

Code § 704.3 - General requirements for projects State Regulations Compare (a) The project shall develop a written policy to address relapse of recovering clinical personnel. The project's policy shall also address the discipline of nonrecovering employes who abuse alcohol and other drugs. (b) The project shall develop a policy that addresses the recruitment and hiring of staff persons who are appropriate to the population to be served. Every effort shall be made to hire staff persons representative of that population. (c) Clerical and other support staff shall be employed in sufficient numbers to insure efficient and safe operation of all of the services provided by the project. (d) Inpatient nonhospital facilities except for transitional living facilities and licensed facilities providing halfway house services shall have awake staff coverage 24 hours a day.
