This regulation requires any person or entity operating a Mental Health Community Residence Facility (MHCRF) in the District of Columbia to hold a valid MHCRF license. Operating without the required license—whether as a public or private, for-profit or nonprofit entity—is prohibited and subjects the operator to civil fines and penalties under Title 16 DCMR.
