This section establishes the process by which a substance use disorder treatment facility's project director may request exceptions or time extensions from the Department regarding Chapter 709 licensing requirements. Requests must be submitted in writing with governing body approval, and exceptions will not be granted where a provisional license would be the appropriate remedy. The Department retains discretion to grant exceptions only when the chapter's policy objectives are still met and no authorizing statute is contravened.
