This policy section establishes that any person, partnership, corporation, or other legal entity intending to provide drug and alcohol treatment services in Pennsylvania must first obtain a license from the Department. Additionally, no freestanding drug or alcohol treatment facility may receive Department funding without holding a valid license under this chapter. This is a foundational licensing requirement applicable to all facilities governed by Chapter 709, which covers detoxification and substance use treatment and rehabilitation services.
