This section grants authorized Department representatives the right to enter, visit, and inspect any facility licensed or applying for a license under Chapter 709, which governs drug and alcohol treatment programs. Inspectors have full access to facility and client records and may interview clients during inspections. Facility operators must accommodate these inspections without restriction.
