This section establishes the process by which a facility operator may request an exception or extension of time from the Department regarding requirements under this chapter. The project director must submit a written request with governing body approval, and exceptions cannot be granted where a provisional certificate of compliance would be the appropriate remedy. No exception may be granted that contravenes the authorizing statute.
