This regulation sets a maximum daily fee of $1,500 that the DC Department of Behavioral Health may pay to trainers participating in Department-sponsored training events. The Director retains discretion to waive this cap on a case-by-case basis when the trainer is a nationally recognized expert with superior qualifications and the waiver is necessary to deliver the training. This is an administrative/procurement rule governing trainer compensation, not a facility operating standard.
