This rule establishes the purpose and applicability of Minnesota Rules 9515.3000–9515.3110, which govern the operation, maintenance, and licensure of state-administered residential treatment programs for persons civilly committed as sexual psychopathic personalities or sexually dangerous persons. As of October 30, 1995, the Minnesota Sexual Psychopathic Personality Treatment Center at Moose Lake was the sole program covered. Operators of such programs must comply with the admission, assessment, treatment, and staffing standards set out in the chapter.

Parts 9515.3000 to 9515.3110 apply only to residential treatment programs operated by the commissioner primarily for persons committed as sexual psychopathic personalities or as sexually dangerous or admitted with the commissioner's consent. The purpose of parts 9515.3000 to 9515.3110 is to govern the operation, maintenance, and licensure of these department-administered treatment programs. As of October 30, 1995, the Minnesota Sexual Psychopathic Personality Treatment Center at Moose Lake is the only such treatment program.
