This rule governs the process by which a county board may amend a previously approved budget under the state mental health grant program. The county must follow established procedures for amending the mental health component of its community social services plan and demonstrate unmet needs among children with severe emotional disturbance or adults with serious and persistent mental illness. The commissioner approves amendments only if statutory requirements under Minn. Stat. §§ 245.461–245.4887 are satisfied. This is a grant administration/budget rule, not a facility licensing rule.
View official source9535.1755 BUDGET AMENDMENTS. A county board that finds it necessary to amend the budget approved by the commissioner shall follow the procedures for amending the adult mental health component of a county's community social services plan or the children's mental health component of a county's community social services plan. The commissioner shall give approval if a county board demonstrates a need to change the services funded based on an assessment of unmet needs of children with severe emotional disturbance and their families or adults with serious and persistent mental illness and if all the requirements of Minnesota Statutes, sections 245.461 to 245.4887 , are met.
