This regulation establishes organizational and administrative requirements for licensed programs, including the formation of an advisory committee with community representation, at least one resident member, and the facility administrator, meeting quarterly with documented minutes. Programs headquartered outside Minnesota must designate an in-state representative with decision-making authority. These are operational governance requirements applicable to the facility type licensed under this chapter.
View official source9520.0560 PROGRAM ORGANIZATION AND ADMINISTRATION. § Subpart 1. Advisory committee. Each program shall have an advisory committee which provides for community representation and public participation in its operation. The advisory committee shall have a core group which comprises a quorum. The core group shall include at least one program resident, the facility's administrator, and a community representative. The advisory committee shall document the procedure whereby residents are assured access to the advisory committee. The committee shall meet at least quarterly. Minutes of the meetings shall be recorded and kept on file at the facility. § Subp. 2. [Repealed, 18 SR 2748] § Subp. 3. Designated authority. A program operating within Minnesota with headquarters outside of the state shall have a duly authorized representative with decision-making responsibility designated within this state.
