This rule establishes the scope of licensing requirements for residential mental health programs serving five or more adults with mental illness for more than 30 days in a 12-month period. It covers two categories: Category I mental health residential programs and Category II semi-independent or supportive group living programs, including those within state hospitals and adult foster homes meeting the threshold. Licensed hospitals (except state institutions) and licensed nursing homes are explicitly excluded from these requirements.
