This regulation is part of Kansas's licensing framework for Community Mental Health Centers (CMHCs) and establishes that certain services (defined in K.A.R. 30-60-71 through 30-60-76) are optional — a licensee may choose to offer them directly or through a contractor, but must comply with applicable regulations if they do so. It does not itself set substantive operating standards but governs the scope of optional service offerings within the CMHC license.
