Each licensed Community Mental Health Center in Kansas must adopt and follow written policies and procedures for a comprehensive utilization review program covering both the center and its affiliated providers. The program must monitor service usage, identify unnecessary or inappropriate services, and identify gaps in necessary services for consumers. Records demonstrating compliance must be centrally maintained for at least five years.

Utilization review program; records. (a) Each center shall adopt and adhere to written policies and procedures that provide for a comprehensive utilization review program designed to facilitate the delivery of high-quality, cost-effective, appropriate services by the center and by each affiliated provider with which the center has an affiliation agreement. (b) The policies and procedures specified in subsection (a) shall include the following: (1) A means to ensure monitoring of the usage of the services of the center and of each affiliated provider with which the center has an affiliation agreement; (2) a means to determine whether inappropriate or unnecessary services are being provided to any consumer; and (3) a means to determine whether appropriate or necessary services have not been provided to any consumer. (c) Records demonstrating the center's compliance with this regulation shall be centrally maintained for at least five years.
