Release with payment of fee. After receipt of the standard release form signed by the proper person authorized to consent to the release of medical information, this information may be released to the requesting party upon the payment of any fee required to be charged pursuant to K.A.R. 30-2-12 . A statement of the charges shall be sent and the remittance received prior to the sending of medical information. The statement of charges shall be sent on a standard billing form approved by the director of mental health and retardation services. Receipts shall be deposited as outlined in chapter 369, Laws of Kansas, 1973.
