This regulation establishes regional behavioral health, developmental and intellectual disabilities boards as the recognized local authority for planning and administering state and federal grants for local behavioral health and IDD programs in Kentucky. Regional boards must comply annually with applicable federal and state laws to maintain recognition, and must follow cabinet-issued policies covering planning, budgeting, reporting, and other administrative functions. The regulation governs the administrative and grant-management structure of these regional boards rather than licensing or setting operating standards for any specific facility or level of care.
