This rule establishes the applicability of Florida Administrative Code Chapter 65E-9 to all residential treatment centers and therapeutic group homes that contract with the department or agency to provide treatment services to children with emotional disturbance or serious emotional disturbance. Coverage extends to admissions under Chapters 39 and 394, F.S., as well as providers serving youth through age 20 committed under Section 985.19, F.S. Facility operators under these contracts must comply with the full chapter's licensing, operating, program, staffing, and treatment standards.
