Facilities must keep voter registration forms and absentee ballot applications readily available and ensure that eligible persons who wish to vote can exercise their franchise. Each designated receiving and treatment facility must develop written policies and procedures for assisting persons in exercising their right to vote.

The facility shall have voter registration forms and applications for absentee ballots readily available at the facility or in accordance with the procedures established by the supervisor of elections, and shall assure that each person who is eligible to vote and wishes to do so, may exercise his or her franchise.
